Since I assume you're rejecting the RX480 and upcoming 1060 on price/availability where you are, I will say the R9 380X will beat the 960 in raw performance. The Maxwell architecture is more power efficient and runs silent when not under load but from a gaming point of view the R9 will get better fps in more benchmarks.
