So i wanted to install windows xp on my hp mini 2133 laptop and i have a windows xp service pack 3 CD. I tried to use a program called "Novicorp WinToFlash" and when i was installing windows a lot of files were missing while installing and when i restarted the laptop i would get the error that some "hal.dll" is missing.

Sounds like you may have missed out some files from the CD when transferring to pen drive.
