HDD VERY slow(extremely frustrating)

Hi all. I recently made a backup of my entire /home directory of my Ubuntu 16.04 installation, and I meant to copy it, but instead, I moved it all with the "mv" command in the Terminal. All that data is on my external HDD, which is connected to the computer I'm posting on via USB 2.0. There are no USB 3.0 ports. Now to the problem: I have gotten some data back onto the /home HDD, bot when I go to copy my music, pictures, etc, ANYTHING ELSE, it copies VERY SLOWLY(less than 10kB/s) and when I go to cancel it, it takes 5 MINUTES to cancel. I've tried it from Ubuntu itself, it happens. Now I'm trying to do it from Windows 7, AND IT STILL HAPPENS. I've used 871GB of 2TB on the external HDD, so I have no clue to what's going on. I can also access things just fine. Please help. Thank you.

Can you please share a screenshot of your SMART data results for the HDD in question. The current pending sector count usually indicates the current count of unstable sectors (waiting to be remapped). This means that they are still not bad sectors (a.k.a. remapped sectors). The raw value of this attribute lists the total number of sectors that MIGHT go bad. However, later, it is possible that these sectors would be read successfully, which would make the raw value decrease. If errors still occur when reading some sector, the hard drive will try to restore the data, transfer it to the reserved disk area (spare area) and mark this sector as remapped.

Have you tried using a different USB cable with the external. It is possible that the connection is faulty and that's why you experience such poor transfer rate speeds. If changing the cable or the computer/USB port didn't help, I'd strongly recommend you check the health and SMART status of the external using its manufacturer's brand-specific diagnostic utility (in Windows) or the Disk Utility in Ubuntu.
As soon as you can get an improved transfer speed back up your files somewhere else as well. Always make sure you have at least two copies of your files! Having only one copy is not a backup solution, regardless of their location!
