So my mothers pc is starting to be slow and I wanted to ask if I could put my mobo and cpu(3 y/o) in her pc so I could upgrade my gaming pc or should I just buy her a new pc?
She only uses it for multimedia purpose only.

If I could do that this is what I'd buy (+- 400€ budget).

Other suggestions for an upgrade are welcome.

You will need to activate it.
I have done this procedure many times (over the phone), but I was always using Pro/Enterprise licensees.
So MS might want some fee to reactivate your windows, but may be it will just activated for free.
Depends - is hers a pre-built OEM system? If so, a lot of vendors make connectors/motherboards/cases proprietary so other things may not fit that well.

If it's a standard case setup, go for it (may need a new PSU). You will also need to re-install Windows on both machines.

When you say multimedia, you just mean for watching movies and listening to music, possibly facebook and things like that?

I have a gateway laptop I bought around four years ago that just won't die and it cost me $300. I'd look for something like that and remove the crapware/bloatware for her.

It's nice to want to give your folks a beefy PC with and i5-6500 and 16GB of RAM and all, but they'll never appreciate it (or even take advantage of it) the way you would.

The thing is I build myself a budget PC and a GPU 2 years later, so my cpu isn't that good. I wanted to put mine in her pc and upgrade mine.

So if it doesn't fit I just have to add a new pc case?
And I have to reinstall windows on both machines with the usb installer?

Will I have activation problems when re-installing win10?

Basically, if it does not fit, you can give your mother your rig and build a new one :)
You don't need to reinstall the windows, you will need to reactivate. If you can not activate for free (depends on your license), you can clone your HDD/SSD to another, clean your staff and give it to your mother. The windows will continue to work fine as long as the computer has same MB.

Does that mean I will have one HDD that will have windows that possibly won't activate? (Her HDD that I'll put in my Pc.)
