With reasonable overvolt and temperatures, the 6800k will top out at 4.2 while the 5820k will do 4.5-4.6
That is a capable cooler that will do for both.
my crystal ball is at the cleaners so i can't look into the future 5 months right now to see the sales ads. but as soon as it is back i'll be sure to look for you
Noone can tell, but:
- you should go with hte 5820k as it's on the same platfoprm bur overclocks alot bettre
- the bequiet dark rock pro 3 is a better cooler and costs the same
- no use in getting an 850 PRO. You will never be able to thell teh difference from an EVo and the endurance of teh EVO is sufficient unless you are using it in a database server
- that PUS is way too much. Even if you want to SLi in the future a 750 Supernova P2 is more than enough

If I don't plan on overclocking to much would the 6800k be better?
