PC shut itself off twice and CPU voltage very low

I was just watching something on my computer, so the CPU shouldn't have been stressed at all, the first time it shut off, it showed a black screen, I unplugged the HDMI cable and plugged it back in and it flashed a static screen every 3 seconds. I used reset it and went back to watching what I was watching. About 40 minutes after that happened, it happened again, but with a purple screen. I reset it again and checked the BIOS and the first thing I saw was the CPU voltage was very low, 0.987v and the temperature was at 39 degrees Celsius. Is the voltage that's being fed to it normal or is it far far too low and that's what's causing the crashes?

same thing happens to me but restarts constantly unless i run a game or stress test i cant change the voltages either since im running stock bios on a cheap motherboard not meant for gaming
