PC Crashes When Running Games/Applications in Fullscreen

Recently I turned on my PC after not playing for a few days and launched a game (Rising Storm/Red Orchestra 2) through steam. A few seconds after the spash screen came up the game froze and nothing worked (Alt-Tab, Ctrl-Shift-Esc, Ctrl-Alt-Del) so i was forced to restart. After freezing on several attempts i verified the game cache twice through steam and it still froze. I tried to play other titles from Steam, Uplay, and Origin which all crashed after entering fullscreen. I was able to run The Forest only if it was launched in windowed mode, was able to play singleplayer, but crashed later after attempting to join a co-op game. Not sure what could be causing all of my games to crash after they open in fullscreen. This is very annoying and makes gaming or running any fullscreen application useless, needing a restart which sometimes causes windows to not boot properly.

Here are my specs:
CPU: Intel Core i7-4790K 4.0GHz
MoBo: Gigabyte Z97X-Gaming 3
RAM: Kingston HyperX Fury Black 16GB (8x2)
GPU: Asus Radeon R9 390X 8GB
SSD: Samsung 850 EVO-Series 250GB 2.5"
HDD: Seagate Barracuda 3TB 3.5" 7200RPM
PSU: Corsair Professional 1200W 80+ Platinum
OS: Microsoft Windows 8.1 OEM 64-bit

Please go to "C:\AMD\" And delete all folders other than the one that is the most recent version.

Do not simply sort by most recently changed, their contents may update themselves and ruin this sorting... You'll actually need to look at the folder names to figure out which one corresponds to the 16.6.2 version of Crimson.

CPU Cooler: Cooler Master Hyper 212 EVO
CPU Temp Idle: 26C
GPU Temp Idle: 33C
CPU Temp Benchmark: 37C
GPU Temp Benchmark: 83C

Interestingly Heaven Benchmark ran fine and did not crash even when run in fullscreen.

One of the first things I tried was to update and reinstall video drivers.
Radeon Settings Version 2016.0621.1741.29990
Crimson Edition 16.6.2 Hotfix
 
Please go to "C:\AMD\" And delete all folders other than the one that is the most recent version.

After doing the above and reverting graphics settings to default, my applications finally work as intended in fullscreen. Thank you very much! :)
 
No problem

This is something that I've seen plenty of times before... When AMD drivers update, the new drivers do not overwrite the old, they simply install along side of it. That means that if settings from older versions are different than that of the newer one (or if the newer one has updated code that's causing a conflict with older ones), then you will see a dramatic decrease in performance.
