I want to build a pc that can run the witcher 3 and fallout 4 at 1080p 60fps. I have a case, power supply, and storage already covered but i still have 500 left but am willing to spend a little more.

The 6700 alone will give about the same performance as a 6320 and lower end GPU that would fit in your limited budget, so I just left it to the integrated graphics which are pretty good. The motherboard and power supply will accept a GPU when you have the money to upgrade.

I always recommend having a minimum of 16GB... I mean, what if in a few months, he decides he wants to stream gameplay to Twitch? Then he'd need the extra RAM for encoding/decoding of the video, for running the program that's doing the recording, as well as for whatever magic Windows does to allow for multiple programs that have high bandwidth server connections (I actually don't know if that last one needs RAM or not).

Many people that get into PC gaming end up doing some sort of live streaming, doesn't have to be Twtich.tv
