ARMA 3 FPS drop on i7,gtx1070 build

Hi, so I just built my first gaming desktop which includes:
i7 6700k (+coolermaster x212)
MSI gaming x gtx1070
corsair vengeance 2400 16gb
Gigabyte z170 HD3 motherboard
powered by EVGA G2 650W

One of the games I wanted to play for awhile was ARMA 3 however, despite showing consistent 60fps when I go to settings I saw some lag when performing simple tasks in single player, zooming in (especially when using sights) or just looking around and walking (to the point the game wasn't playable, its not that it just "was not pretty" but could not perform any tasks) .

I did some research and changed the recommended settings at the launcher and inside the actual game (view distance reduced to 2000, made sure GPU is used and not CPU and so on) which made the game playable (still showing the same 60fps on the counter) however I still notice lag and while its not as bad, for that build, I expected a smoother gameplay.

On top of that, my friend who is running a very similar build but with a gtx970 could run the game without any tweaking and did not report any problems despite the counter showing 50fps on the same setting I have.

*all drives are updated as I just built it and installed all the drivers

Any advice?

Bump

I am having the same issue. I am on a similar build as well. I have the ibuypower bb905 which comes with a MSI GTX 1070, i7 6700 and a H170 Pro motherboard...game often crashes and also I get this terrible drop in fps. Down to about 5fps! It leaves me no choice but to sign out or even reset my computer. Please help!
