First heres my specs:

Gpu: GTX 970

CPU: Amd fx 9590

MOBO: ga 990fx ud3 r5

Ram: 16gb

128 SD 2tb HD

PSu is 800watts

I checked the temps for the GPU and before it use to run at 80c on high, then changed the RPM on the fan and it went down to 60c constant, still freezes. Usually takes anywhere from 10 min to 2 hours or so. Sometimes I can go hours. right now I am defragging my hdd and sdd. My sdd had about 100,000 fragmented files. about to defrag my HDD soon

Solution

There is no upgrade. The FX-9590 is end of life and next upgrade is ZEN with a different format and that would involve a MB upgrade.
Your best bet is to get a Twin fan radiator of H110 or equivalent if it will fit into your case.

oops sorry, you meant the PSU. It should be OK in terms of Wattage. Its when your system is under load that an efficient unit...
You should never defrag an SSD the SSD has a trim function for that purpose.

You are running FX-9590 (the beast). A great CPU however it is very temperamental with a TDP of 220W.

You are experiencing stability issues and very often these issues can be rectified with Bios tweaks.
Please list which cooling system you have and exact specs of your 800W PSU. Make and manufacturer.

I can help get your system more stable if you wish, having had a great deal of experience with your chip.
Have you OC the CPU.?
What is your current frequency.?
Have you done any Stress testing at all.?

I have stress tested it before, for like a few hours no problems. Its usually only when I play games. Im not too sure which liquid cooling I have. and No I havent OC the CPU. I havent checked the frequency.
I am kind of a newbie when it comes to the bios settings and couldnt find the right information I needed..

high power hpl-800br-f14s is the PSU

The FX- 9590 demands a very stable and efficient PSU for stability.

The high power hpl-800br-f14s is bronze certified, questionable quality and on the borderline for your system specs. This can be tested.

Well if you want the experience, you will need to familiarize yourself with your Bios and there are videos and Tutorials available.
You have chosen to build a high end system, so you should research and learn, in order to get the best performance from your RIG.
Take the side panel off your Case and try to identify the cooler. Photo's can help if you need them.
Don't worry you have come to the right place now for the info you need.
Describe the Stress tests you did and the results.?

I used furmark and it ran fine, the temps were about 50-60 C FPS: min:43, max:85, avg:77 ; Resolution: 1920x1080 (FS) - AA:0 samples ; Max GPU Temp: 65°C and all I found out by taking off the case and looking at the cooler was that it was by cooler master, no real identifying signs as to what make or model.

I found out what the current frequency is; 4.70ghz

The cpu link frequency is 26000MHz

Cpu Northbridge frequency is 2200MHz

and the Memory frequency is at 1600 Mhz

thanks a lot for trying to help a beginner in this area like me btw

Your most welcome Redposion :)

Cooler master make good coolers, however, can you describe it.? Is it an AIO water cooler with One or Two fans.? Or is it an AIR cooler.? Air cooling does not work with your chip even at stock frequency.

Your test for the GPU are OK.

With the correct cooler you may be able to achieve 5.0GHz with some Bios Tweaks.

I know its liquid cooling, it has one fan as well.

OK probably a H60 or H80.
That is insufficient for the FX-9590 for anything above stock frequency and I suspect the cooler came with the CPU which should never have been supplied together as, the cooler is not good enough.

In conclusion: Your Cooling system is inadequate when under load and the PSU is borderline.

Would an upgrade of the PSU help with the freezing?
