What does PC4 mean? Does it matter? Also, can that board run a Windows 10 Operating System? All help is greatly appreciated, thanks in advance.

What all will you be doing with the rig, that will determine how much you need, either set will work, I normally recommend 16GB as the entry level point, but many can get by with the 8GB set you linked
