Ya, you don't know much about the tech world.

It's your internet's fault, which means you need better internet.

Streaming is more on the internet side rather than hardware side.

4 threads is enough for streaming, 25Mbps is not enough.

You found your own problem, hooray

LOL, you'll be able to stream extremely well. Your system is way overkill for CSGO which is perfect for streaming + gaming.

Just for the record, I have a Core i5-4690K (4.5ghz) and a GTX 750 Ti graphics card. I'm able to record a buttery smooth 60fps & 1080P (rendered from 1080P to 720P to keep drive space free) in Portal 2, with super high quality (I think I had the recording set to 30mbps since I'm recording to a HDD).

As for internet stuff, remember UPLOAD speed is more IMPORTANT than download speeds when streaming. I believe for 1080P the most optimal is 8mbps UP (remember upload not just download). Then for 60fps 1080P you need to double that speed.

Then I wonder what's killing my CPU.

I can get over 60FPS at maxed everything, but it hurts my recording.

i stream on an AMD A10-7700 black edition. quad core 3.2.
R7 graphics card 1mb ddr5 and use OBS dual monitor.
Stream is fine and get around 80FPS on high settings

Its more about upload speed- my upload is 38mb and D/l is 68. can view in source on twitch and looks good. youtube works well also
