What's the cheapest video card I can get to watch 4k videos?

I'm just using an I3 and want to watch 4k videos, no gaming, what's the cheapest video card to do this? And do you think it would work with the stock dell power supply?

depending on the i3's generation the iGPU will be fine. can you list what generation or if you dont know the CPU name i.e i3 XXXX
 
Depending on the encoding, 4k might not be all that great on an I3, depending on the model, on my old I7 4970k some of the 4k videos ate up a lot of CPU time to decode. 4k netflix, you should be all right with the I3, 4K BluRays... Not sure, I don't have any 4k BluRays yet... If you just want to display at 4k, the I3 may be fine, but you'll be limited, for 60Hz over HDMI you'll need HDMI 2.0 and that's on 900/1000 nVidia cards and 400 AMD cards. Over a monitor, you should be fine with displayport on most newer cards.

There is no discrete graphic at all that can read netflix in 4k yet. Only kaby lake that are available in 2017 could do it and only in Edge internet browser... No support for discrete graphic yet... This because it require HEVC 10bits and skylake have HEVC 8bits only. Forgott netflix in 4k if it's not on a smart TV...
