What Might cause GPU not to Render Properly? Hardware Experts Only!

My gpu is not working rendering properly. Gpu usage is a sign. Never goes beyond 60%. Low fps, and lagging. What hardware component is the most likely causing it?

Tried clean windows 7/10 NO help. SOFTWARE NOT AN ISSUE OR NCP



Specs: All Stock

6700K

Asus Z170 Deluxe Motherboard(BIOS IS UP TO DATE! AND PCE 3.0 and rest of Mambo Jambo is working)

8GB ram Corsair ddr3

Power supply Corsair 1000w

Tested 2 cards, gtx 570 and newer. Issue is in the system hardware. CPU temps and usage(60% in games) are normal. Monitored with AFTERBURNER LAST VERSION

RAM test passed!

Check the temperatures and clock speed of your CPU while gaming. ( I know you mentioned the temps were "normal" but would be good to let us know what they are, but specifically check its running at the correct speed).

Low GPU usage is symptomatic of a CPU bottleneck (your cpu working fine shouldnt bottleneck), often caused by thermal throttling or something causing the clock speed to be low.
Do you mean as in the graphics look weird of stretched like this:

?

If so then your VRAM is probably going bad or, but probably not, the GPU is overheating.
