Upgrade GPU or entire system?

CPU: AMD 8320
GPU: AMD asus 280 (not 280x)

upgrade GPU to gtx 1070 and keep the current cpu? Or should i upgrade the cpu to i5 6400 and the gpu to gtx 970?

planning on playing gta v on highest settings with decent AA, and i will be doing fairly heavy CAD work. GPU must be nvidia no exceptions.

The FX8320 does ok when it is overclocked.
-Get a large cooler if your running the stock one. Most fx-8320's can clock to over 4ghz.

Lot's of people here will say the FX-8320@4.0ghz is slower than the celeron and even go full stupid and say the core2Quad is faster.
Look up the benchmarks yourself. In some games the FX-8320@4.0ghz (FX-8370@stock) is actually just as fast as the i5-6400.
In most games it's something like 50fps vs. 65fps. The FX-8370 loses, but not by the huge amount some claim it is.

The GTX1070 will work ok with your cpu.
