It will not be a bottleneck.
It may slow down the computer in CPU intensive games like Cities Skylines, but it won't be a problem for the GPU.

it will bottleneck it a bit, the 1080 is a powerful card, it will limit its potential, particularly if your only running 1080p resolution. I would probably suggest the 1070. If your running above 1080p res then go for all the gpu power you can get.
When i play at 1080p i get around 40-65 fps depending on what game i play. The problem is that when i start a match in battlefront for example the frame rate is at 20 for first 10 seconds and then it goes back to 60 and stays there. Every game at the begging the fps is at 10-20 and goes to 60 later.
When i play battlefront at 4k i get around 56fps but the frame rate has to load if that makes sense. ^^
Also the GPU only runs ar 31% under gaming load is this normal? The cpu is at 100%. Thanks

Well I'll be.... You do have a bottleneck. Although from the spec sheet it looked like the 3470 was more capable than that.
