Can this LED SLI bridge work instead of an HB SLI Bridge?

Should work but only provides the "legacy" SLI bandwidth instead of the much improved HB SLI. NVIDIA recommends HB SLI bridge if you are doing 5K or Surround setup.

Honestly, if I had 2 1070 or 1080 GPUs, I would spend the extra $$ to get the HB bridge and have the best possible performance.

The HB bridges have been released, but availability isn't that great.

Nvidia only recommends the older LED bridges up to 4K resolution, higher apparently requires the HB bridge. So if you're running a 4k or lower resolution it should be fine. Several websites have tested and confirmed this.
