ssd on a sata2/3 vs sata express

If you have a SATA based SSD (SATA 3.0), then it should be utilized via a SATA 3.0 port.
Your SSD doesn't have a SATA Express connector - which consists of 2x SATA 3.0 ports + 1 additional, as per this pic:
The 2 SATA 3.0 ports that 'make up' the SATA Express can still be used for regular SATA 3.0 devices (although, obviously, you can't use those ports for SATA 3.0 AND try to connect a SATA Express device)

so the Samsung 850 EVO - 250GB can't be plugged into sata express only with sata 3
is this sata express kind of marketing ? like which devices benefits from it?

A Sata 3.0 device can be plugged into only one Sata 3.0 port. The Sata Express port consists of 2x Sata 3.0 ports + one proprietary. So you can connect 2x SATA 3.0 devices (1 to each of the 3.0 ports within Sata express).
SATA Express didn;t really 'take off' like it was anticipated to. M.2 (SATA) and M.2 (PCIe) really filled that spot pretty quickly, and not too many SATA Express devices were ever released.
With USB3.1-Type C, the limitations of SATA Express are already being matched (at least 'in theory') via other connections, so SATA Express serves almost no purpose these days. They're essentially just 2 more SATA 3.0 ports now.
