Asus z97-a how to low cpu voltage

Hello, I did search about lowering voltage of CPU, but I could not find what I am looking for. I am total newbie when it comes to BIOS, and setting things up so please bare with me.
I built a new system,
Intel i7 4790k, Asus z97-a, MSI geforce gtx 950, and 1600ddr 32g RAM, and 750W psu.
When I checked the cpu temp using cupid hwmonitor, it was over 75c doing only web surfing.
So I ordered Noctua nh-9s cooler and checked the temp, its around 65c, web surfing. I know 4790k is hot cpu, but doing nothing and temp is mid 60c seems not right.
So I want to lower the cpu voltage in BIOS, but I just do not know how...
I tried to change the option to adaptive mode, (auto)then it does not boot, saying overcolocking failed.
Can anyone help me to lower the voltage so I get low temp for the cpu?

One more thing is that the BIOS is default setting, but the vcore voltage is 1.312v and all 4 cores are 4500mhz... I thought 4790k should be 4000 in default? I do not know why the core speed is 4500? I did not overclock it, and I turned off turbo boost setting in BIOS...

Try resetting the CMOS, instructions should be in the manual for using the mobo jumper or simply remove the battery for 30 seconds then reinstall (will need to reset time and date)
