Automatic overclocking GPU's

Maybe it's a very amateur question, but does automatic overclocking mean in a GPU, that it's overclocking when it needs it? Is there a possibility to control it manually?

The GPU comes with a Pre-OC on it, inother words by default it runs at the set pre-OC as it's base freq. The Fury DRAM operate off PnP so they set them selves up to the 'Oced' freq/data rate (they also have XMP profiles if the PnP doesn't set to the spec timings/data rate (PnP setting will be determined by the BIOS)

Thank you for your answer! I'm building a PC and I'm talking about a GPU and a RAM, which has automatic OC as far as I know.

GPU: MSI GTX1070 Armor 8G OC 8GB DDR5

RAM: Kingston 2x8GB DDR4 2666MHz HyperX Fury Black HX426C15FBK2/16

Some say to me that these things are "naturally overclocked". Their overclocking is automatic, but I don't know what it means exactly. I hope there still will be an opportunity to me to control it, if I don't want overclocking.

Could you help me with this matter?
