HELP Two loading boot screen in Windows 10

Hi guys, im having a problem. When i start the pc there are 2 booting screen in wondows 10, the first is normal and the second is lagging and than it take to much to boot. Everything is up to date including the bios, checked every settings to fix in w10 and bios bot not working. Any help?

Literally the exact same thing happens on both my pc and laptop. Extends loading times from 5 seconds to 20-ish. I tried reverting to win8.1 and it actually doesn't happen any more. Hopefully Microsoft will notice this and fix it.

Most likely a software issue windows 10 still has many problems maybe check to see if your hard drive is 100 percent fine cause it might have to do with that.
