CPU spikes to 100% and temp goes up. huge FPS lag

The two images describe a Before and during screen shot of my CPU and GPU.

I have cleaned out the dust and going to do it again, but this recently started like 2 days ago.

I have not done anything at this point. just trying to find out what my issue is. Thanks for the input. if that is the case how can I solve this?

it is turning but i do notice it slow or stopping. I have heard from different people and they feel that this is the issue. Thanks for the help.
