AMD FX 8370 or i5 2600. Any AMD motherboard is cheaper than any Intel. Save from the CPU and get powerful GPU or more RAM. Also go for second hand. Just be careful not to buy something defective. Usually it's cheaper and you can get powerful hardware for cheap
