CPU usage is spiking causing heavy fps lag under load

my build is:
I5 4670k 3.4 ghz
GTX 650 1G ddr5
8gs DDR3 ram

Under load: (playing League of Legends) I usually play around 200+ FPS but spikes drop down to 5-10 FPS

This is a recent issue and just started a few days ago.

I have cleaned out the inside of the PC and currently have the cover off

Any opinions?

Please disable startup objects.

You are running Windows 7?

Please press Win+R. Run opens. Type in msconfig, press Enter. System Configuration opens. Navigate to the startup tab. Disable all programs except for drivers.

Then restart and see if there was any effect on performance.

I have windows 7 home premium.

I did as you said and checking on performance but how do my temps look? I don't know what I should be at for idle and under load.

Thanks for your input

Update: seems like I'm still getting fps lag. have not gone in game but the problem is arising when I click to open the game, before it would take half a second and I could everything else, now its taking 5-8 seconds and unable to really do anything on the PC
