Can this PC max out GTA V @ 900p with a decent FPS?

Hey guys. I have this couple of years old PC with the specs below. I'm thinking of throwing in an Asus GTX 950 Strix ($170@ Newegg) to play GTA V. For $15 more I can have a GTX 960 (@ Newegg).

I wanna stick with my monitor (1600x900p) and PSU (1x6-pin PCI-E connector) to keep the costs down. I know, the PSU is a tier 3, but I'm not gonna overclock or do anything other than normal gaming.

My questions are:
1) Is GTX 950 capable of maxing out GTA V @ 900p with decent FPS? Is a GTX 960 overkill for 900p?
2) Do I need to upgrade my i3-4150 (maybe to an i5-4690) for a decent FPS? Would the FPS boost of going from i3 to i5 be worth it ($225 @ Newegg)?
