Why won't Z10PE-D16 WS support 128GB DDR4 2400 MHz ECC?

We have the Z10PE-D16 WS with two Xeon E5-2643 V4 CPU's. Whenever we plug in all 128 GB DDR4 2400 MHz ECC (Samsung M393A2K40BB1-CRC) it won't boot. However, if we only use 64 GB (32 GB per CPU) it works OK. This RAM was specified on the ASUS QVL for this MB.

The manual makes no references to running memory over 2133MHz. It also does repeat the reference to "2133MT/s@1DPC" only.
