need help building my first pc (on a budget)

uys a little question, I'm trying to build a pc on a budget (600 $) I have only the hdd and the case, I'm thinking of buying: CPU: i5-4460 3.2ghz , GPU: sapphire r9 r380 4gb vram , Mobo: MSI Intel Z97 LGA 1150 DDR3 USB 3.1 ATX Motherboard (Z97 PC Mate)
Psu: evga 700W 80+ Bronze Certified
+ 4x2 ram, since you guys have been my font of knowledge for my maniac googling on the subject, I decided to ask directly :p .
What do you guys think? Can I improve it within the 600$ budget range?

I would investigate the RX 470 or GTX 1060 which will be released soon. They are both sure to have better performance than the 380 or 960.

You can do better. Look toward a Skylake setup like the setup below. If you can stretch the budget a bit to add an SSD, that would be a very welcome upgrade.
