PC Won't Turn On or post but USB Ports Have Power

Im having a problem where I am switching my PCs on using a switch or bridging the power switch pins and the cPU fan will spin for a second and the PSU fan WILL ALSO. However they will stop spinning after roughly a second. I also do not receive any beeps from the motherboard 2 pin speaker. However although this is happening the USB ports are still lighting up the mouse connected. and Ethernet port is lighting up. I'm not sure what the problem is but would appreciate your help, also I'm new to this site so if you need extra information to help I will reply as quickly as possible. I am also using all new components and I am testing this outside the case on a non conductive surface

I have a mini itx jetway NF9g-qm77 motherboard

2x M471b5173bh0-cko
4gb 1rx8 pc3-13800s-11-11-82

Corsair cx500 psu

Intel quad core I7 3630qm CPU
 
I'm suspecting the motherboard, but to make sure there is not a short at all, I would remove the motherboard and PSU from the case. I would then do the paperclip test on the PSU:

I would also breadboard your system to ensure that there was not a short where some metal from the case was in contact with the motherboard.

I've bread boarded it however still had no luck. Is there no other possible problems there could be as it would be a long procedure for me to return the motherboard therefore I want to make sure and make sure it is a last ditch return. Also the psu has passed the paper clip test as well.
 
Did you connect the 4 pin power connector as well? White, on the right to the Lan connector.

Did it work before?

Clear CMOS

look for jumpers, are they set correctly or is one missing?


Unplug all unnecessary devices like USB devices, sata devices.

Unplug the ram, does it beep?

This is a new build PC however I am using a CPU and ram which has been used before and functioned correctly in my previous PC. I have reset the CMOS using the jumpers provided however the same situation still occurs. During this whole build process. I managed to get the PC onto bios once however that was after a lot of fiddling. And after I got it onto bios that time I switched it off to reconnect all the drives so that I could not. However it never loaded up again. Ever since I have had no luck.
