My new computer is only running League of Legends and CS:GO around 150 fps. HELP ME PLEASE!

I just recently bought a new computer (Specs below) and i was ready to play games with a lot more fps than my older one (really trash pc). But i was only playing with like 150 fps in League of Legends and CS:GO. I know some people will say: You only need 60 fps bla bla bla, but this is confusing me. Why am i only running at so low fps with such nice hardware in my pc.

I recently found out, that if i completely reset my computer, and download league as the first program i run with like 500 fps, but if i download other games and stuff, the fps will go down to the 150-220 fps.

Intel Core i5 4670K @ 3.40GHz
4095MB GIGABYTE NVIDIA GeForce GTX 980
16,0GB Dual-Channel DDR3 @ 1600Mhz
Windows 10 Home 64-bit
Corsair CX750M, 750W PSU

If you have a 60Hz vert. refresh monitor, you will never see more than 60 fps no matter how many frames per second the gfx card is rendering. That is what refresh rate means... how many times the display is wiped and re-drawn. 60 fps is your max.
Folks that want (or think they need) more than that have to go to a 120 hz or 144 hz display.

I guess, when i play overwatch i have around the 100-120 fps, so i guess that is fine. But i dont really know what fps i should run with on games like Overwatch. And yes league of legends is capped when i play, so i dont lag (Bad internet), but i always check my fps, by uncapping, but still around 150 fps.
 
check the cpu and gpu usage.
also csgo tops out at 128 packets so any more than 128 fpsis wasted performance. as the frames are rendered off the packet data limiting the game to 128 fps is the optimal sweetspot. you dont get any extra rendered double frames which will reduce the games power overhead and help reduce system temps.

but if you dont optomize your game you should be pushing 200fps+ so something aint rite.
check running processes using excessive cpusuch as com surrogate tasks taking up 15-25% cpu
check for malware
update your drivers.
clean the registry and run sfc/scannow from an elevated command prompt.
check the games file structure
update your direct x 9.c

my gpu usage is around 20-40% when i play league of legends.
Cpu usage is also low. My temps are fine, around 40 on my gpu, and i havent checked my cpu, but i know its fine too. I already have updated drivers and all the other things you wrote HEXiT

If you run programs in the background, or got some new bloatware recently that could be slowing down your system. There could have also been updates that put a heavier load on your setup, or your particular parts are having not-as-good performance because of a recent driver or something along those lines.

Otherwise, with a monitor at 60 max you won't see any difference if it claims 70fps versus 120fps. I've been happy with my Acer 144Hz monitor and it really did improve how smooth games look without having to shell out for the super pricey Asus ones (albeit they are nicer) if you are looking for a upgrade. 60 - 144 is like night and day imo and a fps drop is alot less annoying at those ranges.

So i've checked for bloatware, and there doesnt seem to be any of it. No background programs, and i dont know about updates that put a heavier load on my system. Or drivers for the particular parts.

Okay guys. I found out something really strange... I completely reset my computer, and when i went into League of Legends i was around 350-500 fps. I was so happy until i downloaded some other software like drivers, some other games and stuff, when it suddenly went down on the usual 150-200 fps. Can anyone explain that? :)
