Would this be a suitable Cs:Go Budget computer?

Hello friends!
I am currently on a $300-400 budget for a desktop that can play Csgo at around 200+ fps, the more the better! ( Please do not comment about how I only need 60 fps etc, I've already made up my mind :D) I usually play Cs with 4:3 stretched 1280 or so res as I do prefer stretched and it also gives me more fps.
Here is a link to a build I have been looking at that really fits my price range.

If anyone could tell me what type of FPS I would be getting on it, that would be great. If anyone could also make suggestions that do not alter the price too much but do make the fps greater, that would be perfect!
Yours truly
-Dylan ;)

This is a bit more since you wanted a monitor but it has a 5ms response time and is pretty decent for the price.

CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor ($88.99 @ Amazon)
Motherboard: Gigabyte GA-F2A68HM-H Micro ATX FM2+ Motherboard ($31.98 @ Newegg)
Memory: Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600 Memory...
Given your budget it's pretty good. You can save a little money by dropping the CX430 and substituting a EVGA 500B. It's a slightly better PSU (still medicore, but good enough for a low-power build) and it's $15 cheaper.

I can give you a slightly better build, but it will come in on the high-side of your budget at $400. This will give you a skylake i3 platform for an upgrade path and 8gb of memory.

I would get something like this It won't give you the upgrade path like timeconsumer's pc with the cpu but it will give more fps since it has a more powerful gpu in it.

He could do something like this to get the best of both worlds. Even though it's not a great psu it I'm sure he wouldn't have any issues.

Thanks so much guys, but should have specified, trying to keep it at the 350 range, but 400 works ^^. If you guys could make it 300-350 or so and have it so that there is also a decent enough monitor. I can buy it seperately but I prefer it coming all with the build :D
