is this BIOS error ?

I have GIGABYTE GA-870A-UD3 it was working good from 1 week now it doesn't work and every time i turn on the pc gave me on long beep i checked about this error i found that
1 Beep (No video) Memory refresh failure Bad memory to verify from this i rechecked with debug card and gave me code FF i follow up the code in pc diagnostic post card and found
FF Int 19 Boot Attempt
Flash ROM programming was successful. Next, restart the system BIOS.
then Description of beep code
1 beep DRAM Refreshing Fails. Try to reseat the memory first. If the error still occurs,
so i replace the RAM with new one but nothing happend the same beep sound
Is there anything need to do after this or the motherboard dead
 
Solution
It is possible the motherboard itself is physically damaged then just hard to see maybe from over voltage or maybe a burnt socket for ram or even a chip burnt out. In any case have you tested the pc with another hard drive possibly just to get all parts out of the way. And also make sure to inspect your motherboard closely for any damage even something small.

I replace the PSU but gave me the same beep and the same code with debug card (FF)
I follow http://www.overclock.net/t/1185635/how-to-fix-your-computer-that-wont-post-or-has-an-ff-error-code
and debug card gave me these codes 7F and 96

I Test with new RAM and gave me the same codes first FF the 7F and 96
