Not a chance. Skylake runs into problems long before heat is an issue.
You do have to consider that some people go out and buy aftermarket coolers that are actually worse than the stock coolers. That would cause thermal throttling, would it not?
I mean realistically... no. Heat isn't a concern on a 6420p, Intel doesn't start throttling until like 105C, no?
If your cooler is that bad, thermal shut down would kick in on most PCs before that.
