Need help whit 600-700 budget gaming pc

Hi everyone, it is my first gaming pc built (600-700 budget) and I am very new to the whole process,but I have found this setup(what do I need to change):
CPU:Intel Core i3-6100 3.7Ghz 3MB LGA1151 (119.54 Eur)
Motherboard:Asus H110M-K (59.35 Eur)
Memory:Kingston 8GB PC17000 DDR4 HyperX Fury KIT OF 2 (40.14 Eur)
Storage:Western Digital CAVIAR Blue 1TB SATA 7200RPM 64MB (49.69 Eur)
Video Card:EVGA GeForce GTX960 2GB GDDR5 PCIE SSC Gaming (206.98 Eur)
Case:AeroCool AERO-800 ATX (55.89 Eur)
Power Supply:AeroCool KCAS ATX 2.3 500W (43.12 Eur)
SSD: Patriot Blast SSD 120GB SATAIII (38.89 Eur)
Case Fan:Scythe Slip Stream 120mm 800rpm (7.09 Eur)
Total:621.69 Eur

What do you say about this setup?
Should I choose a 450w power supply or 500w?
Which OS beter for Gaming pc windows 8.1 or 7?
What do I need to change ?
Should I get CPU Cooler?

1. I would recommend a 960 at least. Maybe a 970.

2. I would suggest Corsair RM/RMi/RMx series, EVGA SuperNOVA G2/P2/T2 series, Cooler Master V series (overpriced in the US, IDK about Latvia)

3. CPU coolers are not only simple to install, but the more reputable companies always include clear and simple instructions in multiple languages.

You don't necessarily have to have a Platinum rated PSU, but I recommend having at least a Gold rated unit.
Power supply is very low quality. Stay away from that brand.

I need to know what country you live in so that I can calculate prices effectively.

This was calculated using basic US Dollar to Euro calculator on Google.

I left out the GPU because I thought that it would be better to use great integrated graphics for now (the 6700 offers amazing integrated GPU performance) and then put in a graphics card when you have the money.

I want to buy most of the components from one shop, because they will put it together.
BUT
1.CPU cooler which you suggested I could buy in another shop but after reading comments about the cooler I understand that for me (a guy whit no experience and idea to how put it in )will be a tricky to put the CPU cooler in .
2.The Power Supply which you suggested is not avaible in this shop and in Latvia it costs about 125 eur and it is too much .

And I could save 40eur by choosing a 8GB Ram not 16GB and choosing the case in black /blue or white color XD
Guestions
1.And for which GPU should I save money ? (I think I most likely GTX 960and I could.upgrade it after 2 years)
2.Which companies and model Power Supplys you suggest for me ?
3.Is it hard for the first time to build in a CPU cooler , GPU (and maybe power supply)in a ready pc ?
P.S. Mostly I will play WoT in Hight graphics and use pc for studying.
