Will Installing PCIE SSD Slow GPU?

My current rig is an Intel i5 3570k @4.0ghz, MSI GTX 1070 installed on a GA-Z77X-D3H motherboard.

Reading the description for my motherboard installing an ad on, like an SSD, into my second PCIE slot will cause them to split bandwidth and run both slots at x8 instead of x16. If I were to buy a Samsung 950 evo M.2 and install in the second slot would either my GPU or SSD be running at non optimal speeds due to the pcie 3.0 x8 instead of the x16?

i have the same board and on pciex 4 the ssd only gets 1700MB/s on the x8 it gets the 3500MB/s but the GPU (gtx 1080) runs only at x8 i dont know if it makes any difference in graphic performance and i dont understand why the x4 limits the ssd

Your X4 is PCIE 2.0, which is half the speed of PCIE 3.0, which is on the main ports.

My bus interface usage has never been above 30% in any game ever, use the second slot and don't worry about x8 3.0, same speed as x16 2.0
