Best and most suitable way to control GPU fan of a pre-built PC

Hi all,

My HP Phoenix (860-011no) temperature concers keep on going.. Now that my CPU temps are pretty ok (given that ambient is 28-31C while gaming) I now have issues with gtx 970 GPU temp. It is some HP OEM revision with just one fan. It is 80C even when game is on but no action ongoing (i.e. paused). Grille at the back is so hot that one cannot keep finger in it too long. I'm currently recording data from real game play situation but it is already obvious that temps are and will be high.

Now, what annoys me a lot is that according to HWinfo GPU fan is at 55% (about 1900rpm) even when the GPU temp is as high as 80C(!). HP seems to want to keep things quiet at any cost. My question is that can I control this kind of HP version of gtx 970 with some popular SW (afterburner etc.)? I assume i can since i have nvidia tool kit pre-assembled. What is best SW to control fan?

Oh yes, one more question: do those fans really rev above 3500rpm? I have some experience about thermal design and I must say the airflow is not that good at all. Huge fan spinning like crazy but the exit vents are small and restrict the flow a lot. Given that air will greatly expand while heating up the ratio of intake vs. exit is not too good.

Afterburner works with HP OEM version of GTX 970? The nvidia geforce experience -toolkit in my pc does not provide any tweaking possibilities so that's why I wonder. Or has nvidia made their toolkit that way on purpose for some warranty etc reasons? I can still overclock and control fan if i some day want to?
