Should i get a new GPU or CPU

I have a 970 4gb (clocks to about 1400mhz in my case.) And an i5 4460s which automatically turbo clocks to 3.1 or 3.2 ghz. Mmy budget is 4-5 hundred dollars including a new motherboard and copy of windows 10 for the cpu if i go with that, and a new power supply if i need one (have a 600w) i like the 1070, but im afraid my current cpu would drastically bottleneck it.

I suggest using your 4460/970 for another 18 months, then change the whole platform to 6th gen i5/1080/16 gb ddr4 ram/H170 mobo/Win 10 and get a 1440/144 Hz/27 " once and for all.

Your 4460 and 970 can still handle 1080p Ultra for another year or so. Wait until you can't play High on 2017/2018 AAA titles then throw them away once and for all.
