Is a Cooler Like the h100i GTX Worth It

I'm building a new pc (specs listed below) and was wondering whether i should go with an air or liquid cooler. The 2 main options i am debating are the referbished h100i gtx at $79.99 and the phanteks PH-TC12DX_BK at $49.99. Will I get significantly better OC's and acoustics by spending the extra $30 on the h100i GTX?

Specs:
CPU: i5 6600k
MOTHERBOARD: Asus z170-a
RAM: G.skill Trident Z 2x8 16gb
GRAPHICS CARD: Gigabyte GTX 1070 G1 Gaming

The h100i is very unlikely to give you a significantly better overclock (200Mhz ore more better) and only then if you have a below average CPU. The liquid cooler will be louder. If you plan on moving your system around a lot, the liquid cooler puts less strain on the motherboard, otherwise, air is more cost efficient.
