Need help finding cheap components for a non gaming PC

https://pcpartpicker.com/list/ Here is your motherboard, Ram and case. The motherboard will allow you to overclock the processor to 4.5GHz on the stock cooler if the need arises to overclock (however no ones has ever bought the cpu if they done plan to overclock) These are the cheapest components (keeping in mind quality and performance) Do you also need a Monitor, Operating system or anything else?

Also in the future if you find the need for gaming all you would have to do is get a dedicated graphics card.
