I believe your misunderstanding. It isn't the BIOS (which newer systems used UEFI which has installed the 'key' for Windows) but the copy of Windows your trying to use. A OEM edition is sold with specific make / model computer, and ONLY that hardware is allowed to run that copy of Windows from the OEM. If that hardware changes, you can't use that Windows (CPU, Mobo, BIOS, etc.). You would need a store bought copy of Windows, not a 'Dell/HP/etc.' copy for your different computer.
