Lately every high demanding game i play has framedrops after i play a while, for example in the witcher 3 i have 60fps and after a minute it drops to 45 in the same location, this happens with every game i play at different times, (es rocket league drops from 60 to 50/55 after 1 hour). I have checked my cpu temp, when stressed they are never above 60 C, my gtx970 never goes above 70 C. I have fixed this problem time ago simply by opening my case up, but now, probably with high summer temperatures this occurs again. This really looks like a cpu temperature issue but the temps don't show it.

Solution
90c isnt good at all maybe thats what is happening to you i had the same problem my stock cooler was broken and i was stuttering in games until i found out that my temps are 99C i quickly bought a water cooler and replaced the thermal paste

however in your case it might cpu related because all of your cores are under 60 C except that one with 90C i think you need to replace it or fix it because the only thing that could make your gpu faulty is either a power supply or a cpu and also make sure you have enough ram

Maybe whatever program you are using for temps isn't displaying them accurately.
Have you tried using any other programs to see your temps?
Try using NZXT Cam or just simply going into your BIOs and checking temps from there.

I tried using cpu temp and hwmonitor, they both shows it never goes above 60 C

On HWMonitor i noticed i have high temperatures on TMPIN0, around 90C close to 100, but everything else is below 60. Not knowing what it is i searched it a little bit and i found out it differs from mobo to mobo and its reading are in many cases unreliable, again everything else is below 60C and mostly below 50C, this is the only thing it's double every other temp.
From Bios, cpu temp reads the same as under cpu values : 50/55
