How do i watch TV from from my phone through a rich-e DVD-2021

There is not too much info on that "Rich-e DVD-2021". If this is a DVD player, how do you expect to watch TV on it?

How do you get your TV programming? (Cable / Dish / over the air)? Do you want to be able to watch TV over the Internet (eg from work / school), or from your house?
