HELP ASAP!!! Amd A-10 5800k Running at 1.33 ghz when it should be at 3.80

I've been having this problem for very long now. Just as the title said.
I've tried clearing cmos, Loading optimized defaults, Resetting pc, re seating cpu, Changing coolers, Cleaning cpu with alcohol and cooler, Changing paste along with cleaning and coolers.

I'm at my wits end at this point.

What do?

Edit: Cpu running at 30 degrees Celsius at idle.
 
Make sure the power profile in control panel is set to balanced or preferably, performance.

Make sure you have the most recent BIOS installed.

What are you using to monitor the clock speed? What does the clock speed and multiplier setting indicate in the BIOS?

Are you checking the clock speed under a full load, or at idle? If you're checking it at idle, it's going to show a much lower clock speed as the Cool N Quiet power saving profile is going to reduce clock speed when full speed is not needed.

You might try installing HWinfo, run "sensors only" and open some tabs or applications while monitoring the CPU information in HWinfo to see if the CPU ramps up to full speed when under a load.

I'm using Task manager's performance tab. I've tried running cpu intensive games, But that failed to do anything, Power profile is set to performance. I'm not sure how to turn on or off the 'Cool N Quiet' feature...


It ran fine a few months back. Nothing could have even damaged it, Being that it was under the hood of a Hyper TX3...

I'm also using an EVGA 600W Bronze psu, And an Asus A88XM-A motherboard. I'm pretty sure I updated the BIOS recently.
 
Well, not to sound condescending, but when I'm "pretty sure" I locked my truck, I go back out and check since not having done so can have undesirable consequences. Not being on the latest BIOS can too.

Task manager is inaccurate in many ways, quite often. There have been misreporting issues in the inbuilt windows utilities for generations. Sometimes on some systems, it's accurate. Other times, depending on chipset, it's not. Try HWinfo.

Bios is 100% updated. Still having problems... I'm guessing it's probably a broken temp monitor? HW info shows something a bit odd. When running skype, Microsoft edge, and HWinfo shows the maximum temp for cpu cores is 4.9 degrees celcius... Very odd.
 
Post some screenshots of the HWinfo sensors window, usually takes about three screenshots to capture all the sensors, and do it both at idle and under a full load. Also, I thought this was a clock speed issue, not a thermal issue? Sounding more and more like it's just a bad board.
