Is 350 watt enough with for gtx 650 ti?

Solution

The Raidmax Cobra is a poor PSU, absolutely should be avoided at all costs. The EVGA NEX650G is also poorer and has very poor value when the 550 G2 is the same price or cheaper.

Admirable
the Ti needs 110 W max, the PSU in theory can deliver 216 W off the two combined 12 volt rails. I think that would take it perilously close and since it's a substandard model it's not a good idea, just from a fire safety point of view.

Sorry for the bad news.

Also, if you could extend your budget a little more, then get this psu:http://www.newegg.com/Product/Product.aspx?Item=N82E16817438026&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
It's an EXCELLENT one especially for it's price, without mentionning it's 80+Gold Efficiency.
