Bootmgr is missing after xcopy cmd usb to hdd

Started a USB install of Windows 7 on Lenovo W520 Thinkpad. Brand new 1TB seagate HDD installed. After partitioning drive and using xcopy to copy files from USB to HDD i keep getting bootmgr is missing. if i remove hard drive, the error goes away and i am able to load to windows setup startup but then once i insert the HDD it cannot read it. Please help.
 


This does not sound like what you should be doing when installing Windows. You boot off the USB drive, select the partition, click through the setup to install it. Why are you using xcopy here?
