asus pc diagnostic tool and intel processor diagnostic tool problem with cpu

hello this is my first time on tom's hardware i want to know about the problems im running through.
my specs are:
i7 4790k 4.00ghz (turbo disabled)
asus z97 sabertooth mark s
zotac gtx 970
corsair rm850 (80+)gold

the problem lies in cpu i think that i want to know whether that is really a problem
whenever i run intel cpu diagnostic/or asus pc diagnostic to check cpu while testing my cpu load goes upto 100% the pc lags like hell i cant move my mouse cursor in a normal way nor the keyboard works normal after the test ends it works normal is it due to cpu manufacturing defect or its normal
but note that its lags very much and also temperature rises upto 90 degree stock cooler at 4.00ghz and 95 degree at 4.4ghz

The diagnostic tool is supposed to stress the processor and that will mean that it may appear laggy. You should not really be using the PC while running the diagnostic tests. The increased workload will also increase heat. 90C sounds a but high, though. You may have some issues with your cooler.

Why is "turbo disabled"? Makes no sense.

The processor diagnostic tool has a section where it shows if the CPU has been throttled due to heat. You may want to check on that.
