I Want to Ask

My PC specs :
Intel i5-4460 3.2GHz
MSi h81m-p33 m-ATX
2x Visipro DDR3 PC12800 4GB
PowerColor Radeon HD 6570 2GB
PSU Dazumba 450W
Samsung 19" S19D300
Dazumba D Vito 686

My question is Can i upgrade my vga from HD 6570 to GTX 950/R7 360??

If you have a good quality 380W/450W PSU, you can... yes.

...it does indeed have the necessary +12V specs to handle either the GTX 950, GTX 960, or the R7-370

Yes. Your PSU will handle either of those cards... if that screenshot I posted is your PSU.
