The GTX 1060 might be a bit overkill for the i3-2100 now. But it won't hurt it a bit to use the 1060, and some GPU-limited games will benefit from the extra graphics processing power. Besides, the OP may want to move to an i5/i7-2xxx/3xxx in the future and he won't need to change cards again.

Depends on PSU,
If you wanna spend between £150/200 GTX 970's are at a good price, if you want a new gen GPU go for a RX480, as an i3 may not be best for handling a 10 series.

I wouldn't think it would bottleneck but I don't think it would be great in complementing the 10 series performance
