Computer wont boot with new graphics card

I own an HP pavilion hpe h8-1114PC and I recently installed a new 750 ti SC and it will not boot. When I attempt to boot,
1. Everything turns on and spins
2. Takes me to a screen that says "Press ESC to start" with HP logo, (pressing esc does nothing)
3. Beeps once every 30 seconds, for 4-5 times then beeps twice quickly and shuts off

When I boot with Intel graphics it works fine, all previous graphical drivers are gone, I'm on Windows 10
 
Please enter the bios and try to turn off Secure Boot. If the card is not secure uefi ready it may cause issues.

This link is for 8, but it should be the same for 10 since the HP bios does not change that much over time.

If that does not work, you may have a compatibility issue with the card and computer. Another member here has reported that this has in fact been the case in the past.

When I do the both the f10 and esc every second it takes me to a screen that displays my processor type, processor speed, ram, etc, it says esc to start but esc doesn't work

It says on HP's site that it is a problem with initializing the graphics card.

It is not definitive what that means, but I am guessing that you have a bad graphics card, or your system does not have enough power to feed the graphics card. A distant third issue would be that the whole PCIE slot is damaged and unable to use a graphics card.
