power supply or motherboard bad?

I built a system in March 2016. It has worked fine until now. It would not boot up. First, I got 3 beeps which google told me was a memory issue. I checked the memory and found one clip had opened on one stick of memory. I re-seated it and tried to boot. Still nothing, but now, no beeps. I swapped memory, monitor and video card with a known working unit. Still nothing. I tested the power supply...all voltages in tolerances. The power supply works fine (lights and fan) until I connect it to the motherboard. Then it will not come on at all. Is this a power supply issue or, as I am thinking, a bad motherboard?
 
Solution
I suppose you don't have a spare power supply to use for testing? I have seen many correct voltages before but has the inability to carry an actual load.

Nothing runs....not even the PSU fan. Unplugged the 24 pin connector and shorted the 2 pins with a paper clip...PSU powers up and case fan runs. If I plug everything except 24 pin, and short it with paper clip, case fan runs, PSU runs, hard drives feel like they are booting. Video card, CPU fan and cooler fans do NOT run.

Kinda what I was thinking, but hoping it was not. Have tried to contact manufacturer for a second time today...still nothing back from them. I'll assume it's because of the weekend, but I have heard support from them (ASROCK) is not good. Fingers crossed!

OK, got it fixed! Tried PSU out of working system...did not work! Ran to Best Buy...bought new PSU and installed....WORKS!! Yup....bad power supply, even though voltages were ok...01111111 was correct! Thanks for all the help guys!
