If I get an i7-6700, then I can only use it on an H110 board because my budget is not enough.
But if I get an i5-6600k, I can get a Z170 motherboard and a CM hyper 210 to OC it.

Most of the time I am just gaming, but sometimes I will my PC to upscale animes and edit videos.

Which one is better for me?

You are going to edit videos, However a basic edit is different from actual rendering. If you are going to cut add or do simple edits ontop videos the 6600K would be enough.

In some gaming benchmarks a 6600K overclocked beats the hell out of a 6700k on stock.

if your demands are more then you should save a few more bucks for an overclockable one.

If you are still not sure what to do think no more and go for the 6600K. It performs well enough for some decent amount of editing.

For gaming the i5 with a nice OC would be perfect, but video rendering/editing and upscaling would utilize the more cores the i7 offers. You just have to pick which task is more important to you. That's not to say the i7 isn't far more than capable for gaming. If you go the i5 route, pick up a nicer cooler. The Cryorig H7 @ ~$35USD or H5/a @ ~$47USD are great coolers. =)

*Edit - When I say more cores of the i7 I mean the hyperthreading (4 cores 8 threads)

Well, I don't always render videos, so I think I will be getting the i5.
My current CPU, Intel Celeron E3300(oh man I feel so poor right now), uses nearly 10 hours just to render a 30-min 1080p upscale.

Then for that the i5 will serve you loyal. Given that there is a good enough video card paired with it.
